Increased foreign investment flows into the least developed countries of Asia and Pacific, in particular from the emerging economies of the region, are evidence that most countries are getting a handle on which policies best increase their attractiveness for FDI. The down-side is that most of these inflows still target extractive industries. The next big development challenge for these economies – and for the international community – is to direct these flows into activities that are upscale in supply chains and which allow higher local value addition.
